New Year, New Rules, New Horizons on the Federal Front

The last couple of years have been unlike any other, with enormous changes and challenges. This leaves us wondering what the future of health care will look like, including for the in-home care sector. During this session, National Association of Home Care & Hospice (NAHC) President William Dombi, Esq., will provide insight into the emerging trends in health care policy, legislation, and regulation at the federal and state levels, as well as discuss the integral and evolving role that home care plays under the Biden administration’s attempts to improve our health care system. The session will also offer a forecast on how potential political power changes may impact health care services at home.

William A. Dombi, Esq., is the President and CEO of the National Association for Home Care & Hospice. With over 40 years of experience in health care law and policy, Dombi has been involved in virtually all legal, legislative and regulatory efforts affecting home care and hospice since 1975. He has been lead counsel in numerous class-action lawsuits against Medicare and Medicaid programs while also acting as the lead federal policy and lobbying voice in home care and hospice. He has devoted his professional career to advancing the cause of health care at home for all Americans.

2022 Revenue Cycle Challenges and Overcoming Them!

The times they are a-changin', and one of the most significant for home health providers coming in 2022 is the replacement of the longstanding Request for Anticipated Payment (RAP) submission process with the Notice of Admission (NOA) process. RAPs have had no associated reimbursement this year but carry a monetary penalty if not filed timely, and the same will be true for the NOA…but with a more significant penalty punch! During this session, Healthcare Provider Solutions CEO Melinda Gaboury will review some of the key aspects of the NOA process so providers can get paid and stay compliant.

Melinda A. Gaboury, with more than 29 years in home care, has over 20 years of executive speaking and educating experience, including extensive day-to-day interaction with home care and hospice professionals. She routinely conducts Home Care and Hospice Reimbursement Workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare PDGM training, billing, collections, case-mix calculations, chart reviews, and due diligence. UPIC, RA, ADR, and TPE appeals with all Medicare MACs have become the forefront of Melinda’s current impact on the industry. She is currently serving on the NAHC/HHFMA Advisory Board and Work Group and as Treasurer on the Home Care Association of Florida Board of Directors. Melinda is also the author of the "Home Health OASIS Guide to OASIS-D1 and Home Health Billing Answers, 2021".

Removing the Rose-Colored Glasses: Taking a Hard Look at Burnout, Morale, and Retention

Jen Blake, BSN, MS, RN, Owner/Founder, Road Less Traveled Consulting LLC

If the last couple of years have taught us anything, it is how resilient home care providers are. Everyone, however, has their breaking point, especially those on the frontlines. Burnout poses an existential threat to our workforce, now more than ever. During this session, Jen Blake, BSN, MS, RN, will discuss ways to better identify burnout within an agency as well as interventions that can be used to help combat it. Additionally, attendees will learn about strategies to boost morale and foster staff development. All of these factors can help improve staff wellbeing as well as retention and serve as a foundation for building a leadership pipeline within an organization.

Jennifer Blake, BSN, MS, RN, has been a nurse in hospice care for nine years. She is the owner and founder of Road Less Traveled Consulting LLC, an organization that focuses on clinical workflow optimization, employee education, employee well-being, and employee retention within the health care arena. She is also pursuing a Ph.D. in Counselor Education and Supervisor at Virginia Commonwealth University. Her areas of interest and experience include clinical staff education, home care nursing in the geriatric population, and therapeutic relationship building through narratives.

Value-Based Purchasing in Florida: Capitalizing on Lessons Learned

After the five-year Medicare Value-Based Purchasing (VBP) Demonstration came to an end on December 31, 2020, and Florida home health providers came up for air, industry analysts got busy digging into the data from across the nine VBP demonstration states. Before the VBP expands nationwide in 2023, join Strategic Healthcare Programs (SHP) data guru Chris Attaya for an analysis of Florida agencies’ overall performance compared to providers in other VBP states. Additionally, attendees will gain insight into what to expect in the next phase of VBP to ensure continued success.

Chris Attaya joined SHP in 2014 after spending 28 years in executive and consulting positions within the home health and hospice industry. In his role, he is responsible for product development and client relationships to help organizations achieve increased operational and financial performance through the use of SHP’s industry-leading analytics platform and benchmark data. Prior to SHP, Chris was the Chief Financial Officer at the VNA of Boston and had worked at Partners Health Care at Home as CFO and Chief Executive Officer. He received a B.A. in Public Health from Tufts University and an M.B.A. from the Graduate School of Management at Boston University, concentrating in health care finance.

Making the Medicare Review Choice Demonstration Work for YOU

While many home health providers dove into the Medicare Review Choice Demonstration (RCD) with trepidation, there are those who, after six months or more into the process, are finding that the documentation review program is not quite as bad as they thought it would be. So much so that these providers intend to continue participating in the pre-claim review (PCR) process and never look back. This session will explore case studies to offer insights and lessons learned from providers who have successfully navigated the PCR process. Attendees will learn about the operational pitfalls to avoid and tips to help refine your agency’s processes in order to improve your affirmation rate.

Lisa McClammy, BSN, RN, COS-C, HCS-D, Senior Clinical Education Consultant with MAC Legacy, has more than 24 years of diverse nursing experience. Her experience includes serving as the Director of Customer Success for a home health software company, and the Director of Patient Care and Alternate Administrator for a home health agency, which gives her a unique perspective and understanding of the challenges providers face. Her clinical and consulting experience in the home care industry is the foundation for a variety of education topics presented to agencies, state associations, webinars, and workshops.

She received her master’s degree in Health Care Administration in 2005. She has experience as a field nurse, director, and executive with home health and hospice agencies, both large and small. She has served as Director of Staff Development and Appeals for home health and hospice agencies. She has taken part in mock surveys for agencies and prepared agencies for accreditation. She has been directly involved in accreditation surveys, acquisitions, and many regulatory crises with state survey agencies and the intermediary.
