ZPIC Resources

The primary goal of Zone Program Integrity Contractors (ZPICs) is to investigate instances of suspected fraud, waste, and abuse. ZPICs develop investigations early, and in a timely manner, take immediate action to ensure that Medicare Trust Fund monies are not inappropriately paid. They also identify any improper payments that are to be recouped by the Medicare Administrative Contractor (MAC).

  • April 17, 2018: ZPIC Task Force Meeting – The Task Force met on Friday, April 20, 2018. The meeting agenda included a discussion about the recent U.S. Court of Appeals opinion, an update on ZPIC-related appeals data submitted to HCAF, and tips for agencies undergoing ZPIC audits in light of recent changes to audit practices. Task Force members were encouraged to access OperaCare CEO Michael McGowan's recent webinar on ZPIC audits here.
  • November 21, 2017: ZPIC Task Force Meeting – Task Force members came together for the third meeting via conference call. For information, including the agenda and discussion details, contact Kyle Simon at
  • September 26, 2017: Meeting with CMS Provider Compliance Group Officials – HCAF staff met with leadership of CMS' Provider Compliance Group, which oversees federal program integrity issues related to Medicare, Medicaid, and CHIP. HCAF staff shared the Task Force's reform proposal, and submitted provider information for CMS to get more insight into ZPIC audit practices in Florida.
  • August 7, 2017: HCAF Establishes ZPIC Task Force – HCAF established the ZPIC Task Force to bring together providers who have undergone, are currently undergoing, and/or are a stakeholder seeking ZPIC reform by policy makers. The Task Force formed in Orlando on July 25, 2017. The first meeting was held via conference call with more than 130 attendees on August 7, 2017. The Task Force is led by Theresa Gates, Chief Executive Officer and Administrator of Beyond Home Health of Jacksonville. Click here to join the ZPIC Task Force.
  • August 7, 2017: Advocate with HCAF in Washington in September – HCAF invites you to join state home care association executives, industry leadership, and advocates next month in Washington, D.C. for the Council of State Home Care Associations' second annual Public Policy Summit and Advocacy Day. On September 11, Centers for Medicare & Medicaid Services (CMS) officials attend the summit to discuss the new Conditions of Participation and Medicaid reform, as well as take part in a panel discussion with Medicare Administrative Contractors and other key speakers. On September 12, summit attendees will go to Capitol Hill to meet with members of Congress to discuss industry priorities, including ZPIC reform, the non-physician practitioner legislation, face-to-face reform, and legislation to extend the rural add-on.
  • July 24, 2017: Congress Announces New Initiative To Reduce Medicare Regulations and Mandates, Improve Seniors’ Health Care – On July 24, 2017, the U.S. House of Representatives Ways and Means Health Subcommittee announced a new initiative to deliver relief from the regulations and mandates that impede innovation, drive up costs, and ultimately stand in the way of delivering better care for Medicare beneficiaries. Working with doctors, nurses, clinicians, and other health care professionals, the Committee will identify opportunities to reduce legislative and regulatory burdens on Medicare providers, improving the efficiency and quality of the Medicare program for seniors and individuals with disabilities. Providers and stakeholders are encouraged to provide feedback to the Committee via email by August 25, 2017.
  • July 15, 2017: Congressional Roundtables Held To Educate Lawmakers and Staff About Scourge of ZPICs – In October 2016 and June 2017, HCAF organized roundtable forums with staff representing Senators Bill Nelson and Marco Rubio, respectively. More than 25 providers met with Washington, D.C.-based and state constituent services staff to provide insight into ZPIC tactics across Florida.
