HCAF monitors and promotes state and federal legislation on all issues pertaining to home care. HCAF employs a lobbying team with more than 30 years of lobbying and legislative experience in both Tallahassee and Washington, D.C. In addition, HCAF coordinates federal legislative and regulatory efforts with the National Association for Home Care & Hospice.

Building support in Tallahassee and Washington, D.C. is essential, but many home care professionals don't know where to begin or how they can have an impact. That's why HCAF offers members opportunities to increase their political knowledge and skills, allowing them to build effective relationships with lawmakers.

Members are encouraged to meet face-to-face with lawmakers and invite them to participate in home visits to see first-hand the value proposition of home care. In addition, members can join the Government Affairs Committee and attend advocacy events in Tallahassee and Washington, D.C. HCAF retains Larry Overton & Associates as its contract lobbyist in Tallahassee. Overton & Associates was established in 1985 as a state government consulting firm. For over two decades, the firm has evolved into a well respected consulting/lobbyist business with an emphasis on health care. The firm is a full-service state government relations company representing an array of clients before state agencies, the Governor's office, the Cabinet and the Florida Legislature. Examples of work included passing legislation, obtaining appropriations, providing state regulatory advice and contract procurement. Through long lasting relationships with agency heads and legislative leadership, Larry J. Overton & Associates offers clients unparalleled access to top decision makers in state government.

In addition to its contract lobbyist, HCAF Executive Director Bobby Lolley and Director of Government Affairs and Communications Kyle Simon are full-time lobbyists representing the Florida home care industry.
