Palmetto GBA is reporting that the 30-day selection period for the Review Choice Demonstration (RCD) for Florida and North Carolina will start on March 20, 2020, and end on April 19, 2020. As a reminder, the five-state RCD program will begin in Florida on May 4, 2020.
Beginning on March 20, providers will choose one of the following three review options:
- 100% pre-claim review;
- 100% post-payment review; or,
- Minimal post-payment review of a smaller portion of the provider’s home health claims, with a 25% reduction of payment on all home health claims.
Providers that do not select one of the three options during the 30-day selection period will automatically be subject to "Choice 2: 100% post-payment review".
Reports out of Texas indicate that providers there have experienced various issues during that state's selection period, which ended on February 13. Accordingly, HCAF strongly urges Florida home health providers to familiarize themselves with the RCD as soon as possible, especially since it will go into effect approximately four months into the new Patient-Driven Groupings Model payment model overhaul.
