DEADLINE TODAY: Support HCAF's Call for Another Extension of the AHCA EVV Mandate Enforcement Date

HCAF has received official notice from the Agency for Health Care Administration (AHCA) stating that Statewide Medicaid Managed Care (SMMC) plans must proceed with requiring providers to verify delivery of home health services and personal care services under the federal Electronic Visit Verification (EVV) mandate beginning on December 1, 2019.
AHCA further stated that SMMC plans are prohibited from non-payment to providers for services, and from enforcing payment penalties until January 1, 2020. Accordingly, January 1, 2020 is the new effective date for full compliance. HCAF believes that this is still not enough time to fix all of the problems with this rollout. We will continue to advocate on your behalf to get a more substantial delay and request AHCA to do a thorough evaluation of the EVV rollout to better judge the appropriate date for full compliance.
Additionally, last month AHCA submitted a Good Faith Effort Exemption application to the Centers for Medicare & Medicaid Services (CMS), which allows states to delay implementation of EVV for up to one year if they can demonstrate they have made a good faith effort to comply and have encountered unavoidable delays. If approved, AHCA can potentially delay the EVV requirement to January 1, 2021. HCAF supports AHCA's actions to delay full implementation of the EVV mandate and will continue monitoring AHCA's application submission.

As you may know, HCAF's survey findings from more than 140 providers subject to the EVV mandate have indicated that they do not believe this has given adequate timing for readiness and compliance. On Friday, December 6, HCAF Executive Director Bobby Lolley will meet with AHCA Secretary Mary Mayhew to affirm our position that a delay beyond December 1 is necessary in order for home care providers to successfully implement the EVV mandate.
We need your voice to reinforce this message. In a letter to AHCA Secretary Mayhew, HCAF and the Partnership for Medicaid Home-Based Care (PMHC), a national coalition of organizations that are united to improve the quality and integrity of home and community-based services, are calling for another delay of the EVV mandate.

We are urging all home care providers that are subject to the EVV mandate to join HCAF and PMHC and cosign this letter to demonstrate that our industry's consensus that another delay is necessary and critical at this time.
