Medicaid EVV Requirement: It’s Not Just for Certified Providers!

Federal law mandates that states must require Electronic Visit Verification (EVV) use for all Medicaid-funded personal care services by January 1, 2019, and all home health care services (skilled care) by January 1, 2023. This applies to both the Medicaid Fee-For-Service and Statewide Medicaid Managed Care (SMMC) programs.

As such, this requirement is applicable to home health agencies contracted with a plan even if the agency is not Medicare- and/or Medicaid-certified as licensed-only home health agencies may provide Medicaid services through the SMMC program.

Last July, President Trump signed into law a one-year delay of the Medicaid EVV requirement for personal care services to January 1, 2020, with the option for states to implement the requirement prior to this date. In turn, the Florida Agency for Health Care Administration (AHCA) announced in a September 2018 memo to SMMC plans that EVV use will be required by October 1, 2019. Additionally, in the memo AHCA allowed for health plans to enforce the EVV requirement sooner. Last fall, HCAF informed home health agencies that some of the SMMC plans will require EVV use as of this summer.

HCAF strongly encourages all home health agencies that are contracted with a SMMC health plan to inquire with the plan directly about the EVV enforcement date in order to maintain compliance with federal law.
