Florida Congressman Becomes Third Sponsor of PDGM Fix Legislation

U.S. Representative Daniel Webster (R-Winter Garden) this month became Florida's third member of Congress to cosponsor the Home Health Payment Innovation Act (H.R.2573) to refine the Patient-Driven Groupings Model (PDGM) before it goes into effect next year. Congressman Webster joins Sarasota area Rep. Vern Buchanan (R-Longboat Key), who is the lead Republican sponsor of the bill, and Rep. Alcee Hastings (D-Miramar) as a Florida cosponsor. HCAF applauds Congressman Webster for his leadership on behalf of the home health care industry!
Provisions included in the Bipartisan Budget Act of 2018 (BBA) required Medicare to develop a new payment model for the home health benefit, including a 6.42% Medicare payment rate reduction totaling more than $1 billion next year alone. Moreover, the reductions are based purely on assumptions about changes in provider behaviors in the new system. Here in Florida, that amounts to a reduction of approximately $150,000 on average per agency.
H.R.2573 and its Senate companion bill (S.433) would refine home health payments to ensure behavioral-based payment adjustments are rooted in evidence and observed data.
