Second Florida Congressperson Cosponsors PDGM Fix Bill

U.S. Representative Alcee Hastings (D-Miramar) this month became Florida's second member of Congress to cosponsor the Home Health Payment Innovation Act (H.R.2573) to refine the Patient-Driven Groupings Model (PDGM) before it goes into effect next year. Congressman Hastings joins Sarasota area Rep. Vern Buchanan (R-Longboat Key), who is the lead Republican sponsor of the bill.
Provisions included in the Bipartisan Budget Act of 2018 (BBA) required Medicare to develop a new payment model for the home health benefit, including a 6.42% Medicare payment rate reduction totaling more than $1 billion next year alone. Moreover, the reductions are based purely on assumptions about changes in provider behaviors in the new system. Here in Florida, that amounts to a reduction of approximately $150,000 on average per agency.
H.R.2573 and its Senate companion bill (S.433) would refine home health payments to ensure behavioral-based payment adjustments are rooted in evidence and observed data.
