HCAF Submits Comments on Medicare's Proposed Review Choice Demonstration

The Home Care Association submitted comments to the Centers for Medicare & Medicaid Services last week in response to the revived Pre-Claim Review Demonstration, now known as the Review Choice Demonstration. Arguments presented include Florida home health providers already disproportionately burdened with multiple programs, including Value-Based Purchasing, new Medicare Conditions of Participation, and others. In the last several years home health agencies have had to deal with Probe and Educate, Face to Face requirement, changes in the COP's, Value Based Purchasing, changes to OASIS documents all in an attempt for Medicare to catch fraudulent agencies and justify home care expenses. Agencies engaged in fraudulent activities have always found work arounds for all of these areas. The addition of a Review Choice Demonstration will do nothing to combat fraudulent activities. It will just increase the administrative burden on compliant agencies, delay payment to those agencies and possibly cause a delay in care for Medicare beneficiaries.
