Important Clarification & Guidance Regarding CMS Letter on FL EVV Mandate 0 K. Simon It is important that everyone understands that effective January 1, 2020, ALL Medicaid visits must be submitted using an approved Electronic Visit Verification (EVV) system. That means reimbursement will be tied to your ability to collect and transmit EVV data. If you cannot collect or transmit EVV data, you will not get paid. Full letter: https://www.medicaid.gov/medicaid/hcbs/downloads/guidance/fl-evv-gfe-appvl-ltr.pdf It has been brought to HCAF's attention that there is a letter circulating that has caused confusion among providers. On December 12, the Centers for Medicare & Medicaid Services (CMS) notified the Agency for Health Care Administration (AHCA) that the state has been granted a one-year good faith effort exemption to delay enforcement of the federal EVV mandate. This letter clearly states that our state did NOT request an exemption for personal care services, which must go into effect on January 1, 2020. As such, Florida providers deadline is still subject to the December 31, 2019 deadline for home health and personal care services. HCAF continues to strongly advocate for more time, and has a critical meeting with AHCA Secretary Mary Mayhew tomorrow, December 20. However, the Statewide Medicaid Managed Care health plans have clearly communicated to providers that visits which are not submitted using EVV after January 1, 2020 will NOT be reimbursed for providing services. Therefore, it is critical that providers be operationally set for EVV and staff should be effectively trained on how to properly submit visits prior to January 1, 2020.
